Obtaining a Digital Certificate

To obtain a digital certificate from the RCMP (CA), you will need to contact your Local Registration Authority and complete a PKI application. Your LRA will also need to make sure that you have a cryptographic module. Once sections A to C of the application form have been filled out by both the end user and the LRA, the application is submitted to the RCMP. Please note that the RCMP will not accept PKI application forms from anyone other than an accredited LRA.

Once your PKI application has been processed, the RCMP will send you a reference number and will send your LRA an encrypted authorization code. You and your LRA will need to meet in person so that the LRA may confirm your identity, complete section D of the PKI application form and decrypt the authorization code.

At this time, you will need to create your digital certificate, or “Entrust profile”. For information on how to do this, please contact your LRA for a copy of the Entrust On-line Guide.

Please note that if you need to recover your digital certificate for any reason, you will need to contact your LRA.

To keep your digital certificate from expiring, you will need to access the RCMP CA through Entrust on a regular basis. We recommend that you log onto Entrust with your cryptographic module at least once a month.

If you already have a digital certificate but need access to a specific NPS application please contact your agency’s NPS application contact person or the policy centre responsible for the NPS application.

Are you an NPS employee?

RCMP issues digital certificates to all employees of Canadian police agencies outside of Ontario and Quebec. Please consult the The RCMP Certificate Services Program and the Policing Community section of this website for further details.

Contact your Police Agency’s LRA

Contact your agency’s LRA for new digital certificates and profile recovery.

LRA Contacts the RCMP

The LRA will ask you to complete section B of the PKI application. The LRA will review your application and complete sections A and C of the PKI application.

The PKI application is submitted to the RCMP. PKI applications will only be accepted if submitted by an accredited LRA.

Note : You will need a cryptographic module to activate your digital certificate. For more information consult the Cryptographic Module section of this website.

LRA Authenticates the End -User’s Identity

A face-to-face meeting between the LRA and the end-user is arranged by the LRA. The LRA verifies the end-user’s identity by checking his/her photo ID. Section D of the PKI application is completed by both parties and the decrypted authorization code is handed over.

End-User Creates or Recovers the Digital Certificate.

With the reference number and the authorization code the end-user can create his/her digital certificate (Entrust profile). The end-user must initialize and then create the Entrust profile.

Obtaining Access to NPS Applications

To gain access to a PKI enabled National Police Services (NPS) application you must first make sure that you have a valid digital certificate by following the process detailed above. Then contact your police agency’s NPS application contact or the policy centre responsible for the application you want access to. The NPS application policy centre will need to contact Security Administration and Client Support Section (SACSS) to give their approval. Access will be granted once the user role is created. Once this process is completed you will have access to the desired application.

NPS Employee Requires A Valid Digital Certificate

The end-user must have a valid digital certificate in order to access an NPS application with strong two factor authentication. Contact your police agency’s LRA if your digital certificate is no longer valid.
