Regulatory interpretation policy statement

Departmental Context

The Royal Canadian Mounted Police (RCMP) is committed to ensuring all stakeholders, including the general public, understand what they need to do in order to comply with federal regulatory requirements.

The RCMP developed this Regulatory Interpretation Policy Statement in accordance with the Government's Red Tape Reduction Action Plan and is committed to providing Canadians with clear and consistent interpretation of RCMP regulations, in plain language, in order to better facilitate regulatory awareness, understanding, and compliance.

Predictability

The RCMP is committed to providing its stakeholders with consistent and publicly available regulatory information and guidance in plain language, as published in its Forward Regulatory Plan.

Service

The RCMP is committed to providing consistent regulatory advice, and will ensure that inquiries are addressed in a timely, clear, consistent, and professional manner.

Generally, stakeholders' inquiries are answered in the manner in which they are received (i.e., a written question receives a written response unless otherwise requested by the stakeholder).

The RCMP will further improve its service commitments to track stakeholders' problems and concerns and take steps to resolve them, and will respond to requests within established service standards.

To deliver services in a professional manner, the RCMP continues to ensure that CFP officials have the necessary skills to provide quality service and accurate regulatory guidance.

Stakeholder Engagement

The RCMP will consult with stakeholders to ensure that the development of regulatory guidance documents and the implementation of compliance and enforcement mechanisms are clear and consistent.

The RCMP will also engage stakeholders to identify areas for improvement in the provision of regulatory guidance.

Improvement

The RCMP will monitor the implementation of the Regulatory Interpretation Policy.

Consultation with stakeholders on current interpretation practices will be ongoing. Based on stakeholder feedback, improvement priorities and metrics have been posted on the RCMP's website.

Performance will be assessed regularly.
